The NDP has asked the lobbying commissioner to investigate whether Mike Duffy’s apparent repeated discussions with pipeline company Enbridge broke federal rules.
Duffy’s detailed electronic diary, entered as evidence at his criminal trial, includes several entries – many of them redacted, but still legible – about conversations and emails with or about senior Enbridge officials and the company between January and June of 2012.
Enbridge says Duffy’s conversations with its officials were “unsolicited” and that the company took the precaution of informing the Prime Minister’s office at the time that the senator had been in contact with them and that he was not representing Enbridge in any way.
The discussions referred to in the diary would have happened just as National Energy Board hearings were beginning on the proposed Northern Gateway oilsands pipeline.
It appears none of the apparent contacts between Enbridge officials and Duffy was reported by the pipeline company to the Office of the Commissioner of Lobbying, according to a search of the registry during that period.
NDP ethics critic Charlie Angus has written Lobbying Commissioner Karen Shepherd asking her office to investigate whether Enbridge’s unreported contacts with Duffy broke federal rules.
Duffy was in direct contact with Prime Minister Stephen Harper and top officials in the Prime Minister’s Office on Enbridge-related files, according to entries in Duffy’s diary.
“Transparency and public registration is a critical part of the Lobbying Act, because it ensures that government activities are done in public,” Angus says in the letter requesting an investigation.
“In short, it strengthens public confidence in the government and that the government is truly working in the best interest of Canadians.”
There are more than a dozen entries in Duffy’s diary regarding apparent meetings and discussions related to Enbridge, its officials and pipelines.
