Premier Brad Wall today applauded Prime Minister Stephen Harper on reaching a new deal that will allow sales of Saskatchewan uranium to India.

The Prime Minister announced today during his trade mission to India the conclusion of negotiations on the Administrative Arrangements for the Canada-India Nuclear Cooperation Agreement (NCA). Finalizing the Administrative Arrangements will open the way for Canadian uranium - 100 per cent of which is produced in Saskatchewan - to be exported to India.

"This is great news for Saskatchewan and our robust uranium industry," Wall said. "Our uranium producers are excited and ready to supply product to India, the world's largest democracy."

Wall said the opening of the Indian market to exports of Saskatchewan uranium was a priority of his trade mission to India in March 2011. At that time, the premier met with Chairman Banerjee and other senior executives of the Indian Department of Atomic Energy to profile our uranium resources and to urge India to conclude the negotiation of Administrative Arrangements with Canada.

"The Prime Minister knows how important these negotiations were to Saskatchewan and I thank him for this breakthrough and for his efforts on our behalf," Wall said.

India has a major nuclear program, second only to China in its scale. It has announced plans to build 12 new reactors by 2021, with India's demand for yellowcake expected to triple to about $650 million in annual purchases. India could build up to 40 new reactors over the next 20 years.

Saskatchewan is the world's second-leading producer of uranium and the Athabasca Basin contains the world's largest high-grade uranium deposits.

Uranium production in the province is expected to nearly double by 2017. -30-

The Canadian Nuclear Safety Commission (CNSC) President Michael Binder issued the following statement:

“I am pleased that the CNSC and the Department of Atomic Energy (DAE) have successfully concluded negotiations. This is an important milestone as the Appropriate Arrangement is a final element of the Nuclear Cooperation Agreement which was signed between Canada and India in June 2010.

The Arrangement establishes a new Joint Committee between Canada and India to ensure ongoing discussions and information sharing in a number of areas. This committee will further build on Canada and India’s relationship and allow both countries to share expertise in areas such as research and development, safety, and next generation nuclear facilities.

The Arrangement will also ensure that the appropriate oversight is exercised with respect to the information required by Canada. Through this Arrangement, Canada will receive the necessary assurances on the peaceful use of Canadian exports to India of nuclear material, equipment and technology, equivalent to arrangements with other countries.”

The Appropriate Arrangement will come into effect following a signing by officials. Following the signing, Canada will have 28 Nuclear Cooperation Agreements covering 45 countries.

The CNSC regulates the use of nuclear energy and materials to protect the health, safety and security of Canadians and the environment; and to implement Canada's international commitments on the peaceful use of nuclear energy.

It was good to learn that Canada wanted India to "provide information in the future to demonstrate that Canadian nuclear materials are used for peaceful purposes - not for nuclear weapon proliferation."

India refused, saying it wants to work through the International Atomic Energy Agency. To get a deal, Prime Minister Stephen Harper agreed to a "joint committee" to share information.

India has not signed the Non Proliferation Treaty. When Canada sold India our Candu reactors, India used the waste plutonium to manufacture nuclear weapons. Apparently, the IAEA does not examine India's nuclear weapon facility. Therefore, one must question the wisdom and security of the new administrative arrangement with a country that's still at loggerheads with neighbouring Pakistan.

To clinch a commercial deal, Canada and Saskatchewan have lost a major opportunity to make the world safer.
